This isn't racism at all in that the services are not being denied to non-whites, they just aren't using them. It's like studies that show that women aren't paid as well as men partly because they take the salary they are offered rather then negotiating higher like men do. People need to take control of their own destinies... nothing good ever happens to people to sit back and just let life happen to them.
